Wallpaperio Android Maker is a free app that lets you create wallpapers for your Android phones. The first screen that you see when you launch the application asks you for what phone you want to make a wallpaper, and there are only three models available: HTC Dream, HTC Magic and T-Mobile G1, but from the Editor's output window, there are other formats available.
Once you have selected your phone, you can continue to the editor, where you will load an image file to use as your wallpaper. The image will automatically be fitted to the size of phone's screen. Aspect ratio is not kept by default, so if your picture is too big, it will not probably look good. From here, you can set the zoom level and change the color of the background, which, by default, is white. There are two options for the image's aspect ratio: stretch to fit and preserve aspect ratio. Unfortunately, I didn't seem to be able to find a way to resize the image manually to make it fit the black square that represents the size of the screen.
During my time with this app, it crashed twice when trying to use the zoom feature. This was a bit frustrating, since I had to re-launch the app and load the image again. Another thing I didn't like is that the application puts ads everywhere, and they are a bit distracting.
