Tropico 3 

Tropico 3 is a strategy game for Windows computers. The game itself focuses more on the economy side of a city than on war and conquering other players. This has always been so for the Tropico series. You play the role of President of a tropical island (Cuba?) and are thought to have some communist ties.

You are to select from a range of characters to be the President. Each one of them has pluses and minuses, so some will be better seen by the population but the US will not like them as much and some will be the opposite.
