TopOCR is an optical character recognition application for Windows. Its main purpose is to allow users of mobile devices to snap pictures of any text and then convert those pictures into a text file. Many things can be done once the text is editable. The process is also very simple. All you need to do is procure a supported image file with text in it (supported formats are JPEG, GIF, BMP and TIFF; PNG is still unsupported). Automatically, TopOCR will make an attempt at "translating" the image to text. On my first try, the application did well enough. I was expecting it to make some mistakes here and there, and it did. But most other applications do.
Once the text is loaded into the right-side panel, you can read it and correct any mistakes. When you are done, you can save the text to an array of different formats. Here is where TopOCR stands out from the rest: it has a text-to-speech engine. It can read the text out loud for you and you can even pause the playback or skip specific parts. Also, you can save the sound to both .WAV and MP3 formats. The Text Window has every feature you would expect from a text editor, including a very complete spell checking tool.
