BackgroundConsole is an advanced user utility that allows you to view Apple System Logging (ASL) information while your desktop picture and desktop icons are visible. To access the console, simply hold down the alt tab keys and the console will appear over everything else. Additionally, you can scroll the console using your mouse scroll wheel when the console is in the front.
