Due to a series of scandals surrounding the officers and poor case solving, the vice squad is in decline. In a city of "brides" where the majority of the population is female, criminals have found a great way to make money from hidden cameras and cyber voyeurism, rape is covered up by the victims themselves, and sex crimes are at an all-time high due to the incompetence of the cops who can't keep up with the times.
